No renting a known-infested unit
Statewide, a landlord may not rent a unit they know is infested, must give tenants written bed bug information and a reporting procedure, and must share pest-operator findings within two business days. The owner pays unless they can prove you caused it. California AB 551
LA Housing Department (LAHD)

LAHD investigates habitability and code violations at rental properties. If a written notice is ignored, you file online and select “Vermin/Pests” under Habitability — and you can’t be evicted for reporting. LAHD

REAP — rent into escrow
If the city places a unit in the Rent Escrow Account Program for uncorrected violations, rent goes to escrow and you can’t be evicted for non-payment of full rent. Landlords also owe relocation fees if you’re displaced for treatment. LAHD

Common questions
Does my LA landlord have to pay for bed bug treatment?
Yes. Under California law the owner must keep the unit habitable and can’t rent a known-infested one (Civ. Code §1954.602–.603). The LA Housing Department (LAHD) enforces habitability, and unresolved cases can enter the REAP rent-escrow program.
How do I report bed bugs in Los Angeles?
File a complaint with LAHD under the “Vermin/Pests” habitability category, or call 311. LAHD can inspect and order the owner to fix it.
Can I get relocation help if my LA unit becomes uninhabitable?
Sometimes. If the city orders you out so the work can be done, LA’s rules can require the landlord to pay relocation or temporary-housing fees. Check with LAHD.
